In order to promote the cultivation and development of high-tech enterprises and support the construction of the National Science and Technology Industry Innovation Center, the Municipal Science and Technology Innovation Committee has formulated the Program. The Programme reveals that in recent years, Guangzhou has stepped up its efforts to nurture high-tech enterprises, focusing on the advancement of future industrial technologies represented by IAB (i.e. new generation information technology, artificial intelligence and biomedicine) and NEM (i.e. new energy and new materials). According to statistics, by the end of 2016, there were 4,739 national high-tech enterprises in the city, 2.9 times more than in 2014 (1,656). In 2017, the city's high-tech enterprises are expected to exceed 7,000; the city's database of science and technology innovation enterprises registered more than 120,000 enterprises.

The Programme proposes that, according to the ladder of "small and innovative enterprises - small giant enterprises - high-tech enterprises - innovation benchmark enterprises", Guangzhou aims to have more than 8,000 high-tech enterprises in the city by 2020, and more than 8,000 small giant enterprises in the city's science and technology innovation pool.
